Application of AICTE and NAAC Standards in College Libraries: A Study of Quality Assurance and Library Development

Abstract

College libraries play an essential role in supporting teaching, learning, research, innovation and the overall academic development of students and faculty members. In India, the All India Council for Technical Education (AICTE) prescribes minimum norms relating to library infrastructure, books, journals, digital resources, reading-room capacity, information technology and other essential facilities for technical institutions. The National Assessment and Accreditation Council (NAAC), meanwhile, evaluates how effectively colleges develop, manage and utilise library resources as part of institutional quality assurance. This paper examines the application of AICTE and NAAC standards in college libraries and analyses their contribution to collection development, library automation, digital-resource access, infrastructure, user services and evidence-based management. The study is based on a review of official AICTE and NAAC documents and proposes an evaluative framework for assessing compliance in college libraries. It concludes that AICTE norms provide the minimum regulatory foundation, while NAAC encourages continuous improvement, effective utilization, innovation and user satisfaction. Colleges should therefore integrate both frameworks into their library development plans.
